Key Responsibilities:

Head of Codes and Standards
The Head of Codes and Standards is a technical specialist at the heart of BASE’s mission to mainstream bamboo as a construction material. The Officer translates bamboo research data into formal technical documents, manuals, guidelines, and standards, and actively works to embed these into Philippine national regulations and international standards frameworks. This is a highly specialized role that sits at the intersection of structural engineering, technical writing, and regulatory advocacy, requiring someone equally comfortable behind a desk drafting code language and in a meeting room representing BASE before government agencies and international bodies.
Key Responsibilities:
- Write and develop technical manuals, design guides, and standards based on BASE’s research data on bamboo, covering material properties, structural behavior, connection design, and construction detailing.
- Interpret and apply relevant building codes and standards, including the NSCP, NBCP, ISO, ICC, NDS, ASTM, and other applicable references, to ensure all documents are technically rigorous and code-consistent.
- Maintain systematic version control of all technical documents, incorporating revisions as new research findings emerge or regulations are updated.
- Work directly with Philippine government agencies, including DPWH, DTI-BPS, DHSUD, and the ASEP to co-draft code provisions, annexes, and regulatory issuances that formally recognize bamboo as a structural building material.
- Represent BASE in international standards-development processes, contributing to and influencing technical committees at ISO, regional standards bodies, and multilateral development forums focused on bio-based construction materials.
- Develop and submit technical position papers, code proposals, and supporting documentation to advance bamboo provisions within national and international regulatory frameworks.
- Build and maintain active working relationships with government engineers, code committees, academia, and international bamboo and standards networks.
- Prepare briefing materials and technical presentations for regulatory meetings, international conferences, and stakeholder consultations.
- This role requires occasional international travel to participate in standards-setting engagements and technical working groups.

Procurement and Logistics Officer Job Description
Base Bahay Foundation is seeking a temporary Procurement and Logistics Officer (4 months) to join our team. The successful candidate will be responsible for optimizing resource allocation, ensuring value for money, and supporting the effective implementation of projects and programs.
Key Responsibilities:
- Provides overall supervision and coordination of staff and activities in the procurement of conventional materials and logistics concerns.
- Identifies and evaluates suppliers located within Metro Manila. For local suppliers near to the project sites, the Project Managers will help in the evaluation and canvassing of materials.
- Ensures that BASE will work with competent and reliable suppliers in terms of quantity, availability and quality of the goods.
- Arranges transportation of purchased materials, making sure that these will not cause delay on the construction schedule.
- Conducts inspection and quality checks of materials and get samples from suppliers to ensure that the material has complied with the approved specs.
- Monitors use of materials and resources and ensures quality record keeping protecting BASE from incurring losses by minimizing fraud and waste.
- Establishes and maintains records of procured materials per project and generate analyses of procurement trends, pricing and other factors affecting procurement.
- Ensures consistent communication, coordination and responsiveness of all teams regarding status of procurement and logistics activities in their respective sites.
- Prepares and conducts Request for Quotations (RFQ’s), Purchase Requests, and reviews purchase receipts, quotations and proposals, evaluations and negotiations of all goods and services to ensure compliance with BASE’s procurement requirements.
- Creates a database of conventional materials and updates pricing for most commonly used items in the projects.
- Ensures that all procurement documentations are in full compliance to the requirements of the finance unit.
- Tracks down the use and maintenance of all tools and equipment (electric drill, cut saw, grinders and others). Maintains logbook for the tools to monitor location and repairs.
- Develops positive and good working relationship with suppliers while maintaining the strict compliance with specified requirement and quality of the materials.
- Performs such other duties as may be assigned by the Head of Finance and Administration.
